Rome's Torri dell'Eur Reopen After €250 Million Regeneration by CDP
Rome's historic Torri dell'Eur, also known as Torri Ligini, have been inaugurated following a four-year, €250 million regeneration. Designed in the early 1960s by rationalist architect Cesare Ligini with Vittorio Cafiero, Renato Venturi, and Guido Marinucci, the complex was commissioned by the Ministry of Finance for pre-Olympic Rome. The project comprises three interconnected towers with 17 above-ground floors and two low volumes, totaling about 60,000 square meters plus over 21,700 square meters underground. CDP Real Asset SGR, part of Cassa Depositi e Prestiti, owns the property; Carron S.p.A. served as general contractor. From 2027, the Agenzia delle Entrate will occupy the offices. The inauguration on October 12 featured Mayor Roberto Gualtieri, who called the towers 'a masterpiece of architecture, regenerated,' and noted the nearby Museo della Civiltà romana will reopen in early 2027. Urban planning assessor Maurizio Veloccia stressed preserving architectural identity while adding green spaces and services. CDP CEO Dario Scannapieco highlighted Fintecna's support in converting the structure. The site's history includes proposals for a hotel, 'Campidoglio due' offices, and a Renzo Piano residential complex; a 2015 TIM competition selected UNO-A Architetti Associati, and Matteo Cibic created a temporary installation curated by Caroline Corbetta in 2016. Attention now turns to the Palazzo dei Congressi renovation by Massimo Alvisi and Junko Kirimoto.
