Portland Launches Design Competition for Waterfront Park Revamp

Portland Parks & Recreation (PP&R) has initiated a two-phase design contest aimed at revamping Governor Tom McCall Waterfront Park, a 30-acre area situated along the Willamette River. The contest invites multidisciplinary teams led by architects or landscape architects to enhance amenities, improve accessibility, and promote frequent visits beyond major events. A significant focus will be on the "Bowl," a spacious lawn and informal gathering area, with renovation costs projected at $40 million. Teams must submit their qualifications through a Request for Qualifications (RFQ) by July 30. Three selected teams will receive $50,000 each to develop formal design proposals, with the winner revealed in spring 2027. Malcolm Reading Consultants (MRC) will oversee the competition, while Portland’s Interplay will manage community engagement. The park, established after the removal of Harbor Drive, hosts events such as Portland Pride and the Waterfront Blues Festival, with its last masterplan proposed in 2003. Mayor Keith Wilson highlighted the competition's aim to shape the waterfront for the next 50 years.
