Peru Enacts Land Use Planning Law, Creating SINADOT Under PCM
Last week, Peru introduced its Land Use Planning Law (Ley de Ordenamiento Territorial), which outlines key principles, objectives, and the National Land Use Planning System (SINADOT), managed by the Presidency of the Council of Ministers (PCM). This legislation wraps up a process that began in 2019 with input from various stakeholders. Regional Governments (GOREs) are tasked with developing and executing land use planning tools, supported by the PCM, to foster consensus and balance ecosystem protection with development needs. The law is intended to boost both public and private investments by providing predictability and curtailing populist policy flexibility. A World Bank report highlights its significance for regional effectiveness, though the law still requires more defined timelines and procedures. Over the past five and a half years, Peru has seen five presidents and twelve vice ministers of territorial governance.
