New York City's Borough-Based Jail Program: Four New Jails to Replace Rikers Island
Construction has commenced on four jails across the boroughs to replace Rikers Island in New York City. The NYC Borough-Based Jail Program (BBJ), launched in 2017 by the NYC Department of Design and Construction (DDC), involves firms such as HOK, Cetra Ruddy, and Michael Graves. The Brooklyn facility at 275 Atlantic Avenue, crafted by HOK, is slated to open in 2029. HOK is also responsible for the Manhattan jail at 125 White Street, which will be the tallest jail in the world. The Bronx facility, an 11-story structure designed by CetraRuddy and others, and the Queens jail, featuring beds for women and designed by STV and Michael Graves, are also part of the initiative. DDC aims to enhance mental health services and ensure safety, despite community protests and criticism from Mayor Zohran Mamdani regarding Rikers Island.
