Mayor Mamdani's Block by Block Plan Targets NYC Housing Crisis

Mayor Zohran Mamdani of New York City unveiled "Block by Block: The Housing Plan for a New Era," marking the city's most extensive housing initiative to date. This strategy tackles a rental vacancy rate of 1.4% and aligns with the FY27 financial plan, which dedicates $22 billion (19%) of the total $124.7 billion budget to housing. Building upon the SPEED Taskforce, the goal is to decrease the time to move into affordable units from 210 days to fewer than 100. Beginning in January 2027, certain approved ballot measures will permit 100% affordable housing to skip ULURP review. The plan also strengthens the ADU program, prioritizes prefabrication, and boosts funding for the PACT program and Mitchell-Lama buildings. Mayor Mamdani's vision includes creating 200,000 new affordable homes over ten years, with more than $2.5 billion earmarked for FY27 and FY28.
