Ireland's New Gambling Regulator GRAI Takes Shape, Phasing In Licensing Through 2027
Under the Gambling Regulation Act 2024, Ireland has launched the Gambling Regulatory Authority of Ireland (GRAI), effectively modernizing a century of disjointed gambling legislation. Previously, betting establishments were governed by a law from 1931, while gaming machines fell under a statute from 1956, lacking any regulations for screen-based activities. Starting in February, GRAI began issuing licenses and establishing rules for conduct. Remote-betting licenses for online bookmakers will be available in July 2026, with physical shops receiving theirs in December, and online casinos expected to be licensed by 2026 or 2027. Until then, platforms licensed in Malta, Gibraltar, or the UK will still operate. Licensed entities will need to adhere to deposit limits, session tracking, and could face fines up to €20 million for significant violations, aiming to enhance the regulation of digital entertainment.
