French Court of Auditors warns of €5bn heritage works funding gap

A report by the French Court of Auditors, published on June 16, 2026, warns that the Ministry of Culture faces a budget deadlock for major heritage projects between 2026 and 2035, with costs estimated at least €5 billion. Between 2015 and 2025, 14 major projects cost over €2.1 billion, including the Grand Palais restoration (€536 million) and sites like the BNF's Quadrilatère Richelieu, Hôtel de la Marine, Versailles, Fontainebleau, Clairvaux, and Villers-Cotterêts. Most are in Île-de-France. For 2026-2035, two projects dominate: 'Louvre Nouvelle Renaissance' (over €1.1 billion for two phases) and renovation of the Cité des sciences et de l'industrie (€1.3-1.5 billion). Also included are the Centre Pompidou closure (€469 million) and Opéra national de Paris (€670 million). The Court notes insufficient oversight, with at least seven projects exceeding budgets by over €375 million due to poor diagnostics or program changes. It recommends conditional approvals, audits, and a multi-year plan with priorities and financing.
