Cuban Dissident Artist Luis Manuel Otero Alcántara Exiled to Miami

Cuban dissident performance artist Luis Manuel Otero Alcántara arrived in Miami on July 18, 2026, after being exiled following a five-year prison sentence for 'contempt, defamation, and public disorder.' He co-founded the San Isidro Movement (SIM) in 2018 to oppose Decree 349, which requires state approval for performances and exhibitions. After his release, he was held incommunicado at a state residence until the US State Department approved humanitarian parole on July 17, prompting the Cuban Foreign Ministry to put him on a flight the next day. Otero Alcántara was arrested in July 2021 while heading to anti-government protests. He had been forcibly hospitalized for a hunger strike earlier that year. In June 2022, he received a five-year sentence for insulting national symbols. He initially refused exile but later accepted, stating the regime gave him no choice. Artist Coco Fusco, who advocated for his release, noted that other political prisoners like Felix Navarro and José Daniel Ferrer were rearrested after parole. Otero Alcántara's partner, Claudia Genlui Hidalgo, reported he was denied phone calls and letters and subjected to psychological torture. Despite this, he continued his art practice in prison. Fusco expressed relief but called forced exile another injustice. Rapper Maykel 'Osorbo' Castillo Pérez, also a SIM member, remains imprisoned with a nine-year sentence.
