Tokyo tops Monocle's 2026 Quality of Life Survey for first time since 2017

Monocle's 2026 Quality of Life Survey ranks Tokyo as the world's most liveable city, its first top spot since 2017. The assessment covers safety, public transport, dining, parks, housing, education, and ambition. Tokyo's 23 wards are served by extensive, punctual public transit; 84% of central Tokyo is within a 10-minute walk of a train station. Fares start at ¥170 (€0.90). The city is consistently ranked among the safest capitals, with bars open until 02.00 and late-night dining options in Shibuya, Shinjuku, Shinbashi, and Ikebukuro. Parks like Ueno, Yoyogi, and Shinjuku Gyoen (¥500 admission) host seasonal events. Housing is compact but built to strict earthquake standards. The public school system maintains high equity with a 98% upper secondary enrolment rate. The top marginal tax rate is 55.95%, but subsidised healthcare and infrastructure offer high quality-of-life return. The Tokyo Metropolitan Government's Tokyo 2050 strategy targets telework, congestion reduction, and commercial flying cars. Monocle's Tokyo bureau chief Fiona Wilson provided on-the-ground insights.
