The Rise and Fall of the Ukrainian People's Republic (1917-1920)
The Ukrainian People's Republic (UPR) was established amid the disintegration of the Russian Empire during World War I. In March 1917, the Central Rada, under the leadership of Mykhailo Hrushevsky, was created in Kyiv. The Rada announced the Third Universal in November 1917, thereby founding the UPR, which declared complete independence on January 22, 1918. However, the UPR encountered military resistance from Bolsheviks, who seized Kyiv in February 1918. To counter this, it sought alliances with the Central Powers and signed the Brest-Litovsk Peace Treaty on February 9, 1918. Following German occupation, Pavlo Skoropadsky established the Hetmanate in April 1918. After Germany's defeat, the Directorate reinstated the UPR, which merged with the Western Ukrainian People's Republic on January 22, 1919. The Polish-Soviet War concluded with the Treaty of Riga on March 18, 1921, which divided Ukraine and ended the UPR's sovereignty. The government-in-exile, led by Symon Petliura, continued to advocate for Ukrainian independence until 1991.
