Russia Claims Complete Control of Luhansk Region in Ukraine Conflict

According to the ministry's statement, this development includes a small territory that had remained outside Russian control since 2022. The announcement uses Moscow's preferred terminology, referring to the area as the 'Luhansk People's Republic.' Ukrainian authorities have denied any recent battlefield changes in the region, with a military spokesperson stating that the situation has remained unchanged for the past six months. Reuters news agency reported it could not independently verify the Russian military's battlefield claims. Luhansk represents one of four Ukrainian regions that Russia declared as its own territory in 2022, a move rejected by Kyiv and most Western nations as an illegal annexation. Prior to this announcement, Russian forces already controlled more than 99 percent of the Luhansk region. The area forms part of the larger Donbas industrial region along with neighboring Donetsk.
