Risks of Top-Down Art Regeneration in Italy's Inner Areas

The article critically examines the trend of using public art to regenerate Italy's inner areas and small municipalities, warning against top-down interventions disconnected from local communities. It argues that terms like 'reactivation,' 'community,' and 'sustainability' have become empty buzzwords, while street art has shifted from protest to promotional tool for local administrations and corporations. The author, Alex Urso, emphasizes that effective art regeneration must be grassroots, authentic, and responsive to residents' needs. Positive examples include Antonio Presti's Fiumara d'Arte project in Sicily (started 1980s) and Arte Sella in Borgo Valsugana (since 1986). However, many recent projects funded by public bodies (e.g., PNRR) have commissioned artworks without contextual relevance or community involvement, treating territories as trophy cases.
