Pino Boresta proposes four radical reforms for Italian art system inspired by football

Italian artist Pino Boresta draws parallels between the crises in Italian football and the contemporary art system, arguing that both suffer from speculative intermediation and neglect of local talent. He notes that while football's governing bodies have introduced fiscal incentives, minimum quotas for local players, and penalties for speculation, the art world remains mired in a similar tragedy without intervention. Boresta criticizes the hypertrophy of gallerist-merchants and multinational mega-galleries, which he likens to football agents, and laments the loss of solidarity among artists. He proposes four concrete reforms: (1) a "Minutaggio" model requiring public museums like MAXXI, MACRO, GNAM, MADRE, MAMbo, Quadriennale, and Triennale to allocate at least 40% of programming and budgets to mid-career and historical independent Italian artists; (2) an expanded Art Bonus tax credit for private funding of archives of living independent artists; (3) a "Premio di Formazione" on resale royalties to support no-profit spaces, along with a cap on gallerist commissions and a national register of art agents with a strict ethical code; and (4) a network of public artist residencies where established artists act as "Maestri di Bottega" to train new generations, coupled with structural support for experimental frontier galleries like Galleria Neon in Bologna. Boresta calls for legal recognition of intellectual journeys and transparent public rules to end speculative exploitation.
