Hong Kong's 5-year plan leverages integration with mainland China

The success of Hong Kong's five-year strategy relies on three key elements: enhanced integration with mainland China, improved cross-border connectivity, and a stronger contribution to the national economy. To align with the technology-driven economy of mainland China, the city is developing science and technology parks in the Northern Metropolis, a 30,000-hectare area adjacent to Shenzhen. Given its service-oriented economy, Hong Kong cannot independently establish a competitive tech cluster; it must leverage the scientific capabilities of the mainland alongside its own globally connected capital markets, universities, and legal frameworks. As a special administrative region with distinct legal and customs systems under the WTO, innovative solutions are necessary to facilitate the free movement of people, goods, capital, data, and intangible assets. Authorities have made significant investments in physical infrastructure, with eight land control points for road and rail travel between Hong Kong and Shenzhen already operational and plans for at least one additional point.
