French Culture Budget Frozen for 2027, Down 9.5% from 2025

France's Culture mission budget for 2027 is frozen at the 2026 level, marking a 9.5% decrease from 2025 actual spending, according to a government report. The budget is dominated by debt financing and defense increases, with Culture not listed among priority policies. The freeze follows a spring cancellation decree that cut €38.1 million from Culture credits, plus precautionary reserves and freezes. Actual Culture spending rose from €2.849 billion in 2017 to €3.867 billion in 2025, a 36% nominal increase, but this is lower than other missions and will be reduced by inflation. The distribution among Patrimoines, Création, and Transmission des savoirs programs remains unknown until the autumn finance bill.
