FCC Finalizes Equipment Authorization Rules, Sparing Chinese Optical Transceivers from US Ban

On Friday, the US Federal Communications Commission (FCC) released its conclusive ruling on modifications to equipment authorization regulations, alleviating concerns in the market regarding possible prohibitions on Chinese optical transceivers. The regulation, which was established in July, imposes stricter authorization standards for devices featuring specific hardware components from entities listed on the Covered List, a US blacklist of foreign tech providers considered a threat to national security. Notably, optical transceivers, essential for data transmission in data centers, were not included in this ruling. This decision quelled market fears following an August Reuters report indicating that the Trump administration was preparing to prevent new Chinese models from entering the US this year. Zhongji Innolight, a major optical transceiver manufacturer, saw its shares rise nearly 4 percent in Shenzhen and 4.37 percent in Hong Kong, while Eoptolink Technology increased by almost 3 percent. Conversely, Suzhou TFC Optical Communication experienced a decline of 2.62 percent in Shenzhen. This regulatory focus arises as optical communications gain significance in the global artificial intelligence sector, where Chinese companies dominate the market.
