Colombia's new cultural plan revives neoliberal 'Orange Economy' model, alarming artists

A leaked draft of Colombia's incoming government's cultural sector plan for 2026-2030, titled 'Firmes con la Cultura,' signals a return to the 'Orange Economy' model, prioritizing private investment and tax incentives over direct state support. Andrés Jaramillo, head of cultural transition for President-elect De La Espriella, has announced plans to create a decentralized ministry and replace public calls for funding with mechanisms like CoCrea and a new 'Agencia de Industrias Culturales' focused only on audiovisual and music. Critics argue this ignores the existing participatory National Culture Plan 2022-2032 and the National Plan for Visual Arts, which were built through regional assemblies. The shift threatens independent artists, 70% of whom lack pension coverage and only 45% have health insurance. The plan also omits protections for copyright, living heritage, and Indigenous knowledge against appropriation by global industries.
