China Implements Mandatory AI Ethics Review Committees for Tech Companies and Institutions

Chinese authorities have issued new regulations requiring organizations involved in artificial intelligence to establish internal ethics review committees. The rules, which took effect immediately upon announcement, were jointly released by ten government bodies including the Ministry of Industry and Information Technology, the National Development and Reform Commission, and the Chinese Academy of Sciences. These committees must assess AI activities for their effects on human welfare, examining algorithmic fairness and ensuring systems remain manageable and transparent. The mandate extends beyond commercial enterprises to encompass universities, research centers, and healthcare facilities. This move builds upon a broader science and technology ethics framework introduced in 2023, which targeted high-risk AI applications like those shaping public conversation or making autonomous decisions. Policymakers aim to foster responsible development as AI adoption expands among consumers and businesses. However, the existing review system has faced criticism for unclear boundaries, inconsistent evaluation criteria, and insufficient enforcement measures, potentially limiting its effectiveness in addressing rapid technological change. Major technology firms such as Alibaba and Baidu have already formed similar internal committees since 2022.
