Bank of England Names Rhys Phillips Chief Cashier

Effective 19 October 2026, Rhys Phillips will take on the role of Chief Cashier and Director of Notes at the Bank of England, as announced by Governor Andrew Bailey. Bailey commended Phillips for his extensive background in banking supervision, financial stability, and financial markets. Phillips began his career at the Financial Services Authority in 2005 and joined the Bank in 2012. He held the position of Head of Sterling Markets Division from 2018 to 2023 and most recently served as the principal private secretary to the Governor. He will be responsible for overseeing the production of secure banknotes. Victoria Cleland, the outgoing Chief Cashier, is departing after 35 years, including over ten years in the Notes sector, but will continue as a special advisor until next spring.
