Art Explora Foundation study reveals French cultural paradox: valued but declining participation

publication · 2026-04-11

A national study conducted by IFOP for the Art Explora Foundation, in partnership with France Culture, surveyed over 4,000 French people and uncovered a striking contradiction. While 86% consider culture essential to their quality of life, 20% reported no cultural outings in the past year. Museum and exhibition attendance dropped from 62% in 2017 to 43% in 2025, and cinema attendance fell from 77% to 57%. The research identifies a lack of desire, not just time or money, as the primary obstacle. This 'non-desire for culture' stems from daily constraints, the effort of planning, and perceived experience barriers, rather than outright rejection. Significant social and territorial gaps persist: 59% of affluent individuals visited museums versus 38% of modest categories, and 52% in the Paris metropolitan area versus 37% in towns under 20,000 inhabitants. Those with cultural practices hold more positive views on values like respect and solidarity and are more likely to engage in collective life (60% vs 40%). In response, the Art Explora Foundation aims to reignite desire through mobile initiatives like the MuMo museum trucks and the Art Explora Festival, bringing free, accessible culture directly to public spaces and using digital platforms like Art Explora Academy.
