Zoia Social Housing Project Fosters Community in Milan Periphery

In Milan's Quarto Cagnino district, the Zoia social housing project redefines urban periphery. Initiated in 2008 by cooperatives Edificatrice Ferruccio Degradi and Solidarnosc (Consorzio Cooperative Lavoratori) in response to a municipal call for '8 Aree per l’housing sociale', the project comprises three residential buildings with 90 housing units (ownership, subsidized rent, social rent). Designed by architects Vincenzo Gaglio, Luca Mangoni, Luigi Pilastro, and Coprat, the complex encloses a private courtyard for public use and creates the new Piazza della Cooperazione. Coordinated by Federica Verona of Solidarnosc, the project integrates a blog (Zoiablog) that documents the process, maps existing social and cultural resources, and fosters shared imagery among future tenants and local residents. The open space hosts a weekly market, exhibitions, temporary shops, and cultural events, connected to ground-floor labs and common areas. Despite bureaucratic delays, Verona reports that Zoia is functioning: younger homeowners are proactive, a mothers' group promotes music education for children, and yoga/pilates courses are held at ZOC – Zoia Officine Creative and Noicoop. A luthier, set designers, a gallery, and an architecture studio have gained recognition beyond the neighborhood. The project aims to counteract the isolation typical of late-modernist fragments in the area, such as the GESCAL housing on Via Karl-Marx.
