West Kowloon Cultural District CEO removed amid project delays and budget overruns

institutional · 2026-04-20

Duncan Pescod has been dismissed from his role as CEO of the West Kowloon Cultural District Authority in Hong Kong, with his departure occurring nine months before his contract's scheduled end. The massive 40-hectare waterfront development, built on reclaimed land, has experienced significant delays and financial issues throughout its construction. Originally slated for a 2017 opening, the M+ contemporary art museum now anticipates a 2021 launch. Project costs have reportedly ballooned to nearly HK$50 billion, representing a substantial overspend. Chris Ip Ngo-tung, a local politician and board member, cited a breakdown in trust as a key factor in Pescod's removal. Pescod had assumed leadership five years ago, succeeding Michael Lynch who departed in 2015. The cultural district is planned to feature 17 distinct arts venues upon completion. Operational challenges during Pescod's tenure included incidents of flooding and the emergence of a sinkhole on the site.
