Stefano Boeri's Norcia community center seized by Italian prosecutors over building permit issues

Italian prosecutors in Spoleto have seized a community center in Norcia designed by Stefano Boeri and funded by a fundraising campaign by TgLa7 and Corriere della Sera. The structure, intended as a temporary facility for residents and civil protection after the 2016 earthquake, is alleged to have been built without necessary permits and landscape authorization in a protected area within the Parco dei Monti Sibillini. Prosecutors argue the building is permanent rather than temporary, violating post-earthquake emergency regulations. The seizure immediately restricts use of the only community gathering space in the city, where council meetings are held. Boeri, president of Fondazione La Triennale di Milano, called the situation a 'gigantic misunderstanding,' noting the project was authorized by emergency ordinances from the extraordinary commissioner and mayor. The center was inaugurated in June 2017 with a walk titled 'Nel Cratere. Un LABoratorio per la Ricostruzione' attended by architects' orders. The 450-square-meter wooden structure, characterized by a sinuous roof, was built with contributions from Filiera del Legno Friulana. Boeri served as project director. The seizure has drawn criticism from TgLa7 director Enrico Mentana, who emphasized the reputational and financial stakes. The case highlights tensions between emergency reconstruction needs and regulatory compliance in Italy's earthquake-prone regions.
