Stefano Boeri's Master Plan Approved for Tirana
The new regulatory plan for Tirana, designed by Stefano Boeri, has been approved by the city council. The project, strongly supported by former mayor and current Prime Minister Edi Rama and his successor Erion Veliaj, replaces a theatrical plan proposed 90 years ago by Italian architect Armando Brasini under King Zog and later confirmed by Mussolini and Ciano during the Italian occupation. Brasini's city concept, centered on a north-south axis, was upheld by subsequent planners like Morpurgo and Bosio and now underpins Boeri's vision. Boeri's Tirana030 project envisions a forest encircling the urban agglomeration to prevent sprawl, green corridors, rural areas, five urban rings (modeled after Beijing or Milan), and addresses education and public rail transport, currently absent. It also suggests a World Park where all foreign embassies in Albania will face. The plan, branded as "TR030," will likely restart architectural development after years of stagnation. Recent transformations have been driven by firms like MVRDV, Archea, 51N4E, Bolles+Willson, AS Architecture Studio, and Libeskind. Boeri's studio summarized the plan in an 8-minute video inspired by Ambrogio Lorenzetti's Allegory of Good Government, using illustrations and infographics.
