Singapore's National Gallery and Substation reflect tensions between state cultural projects and independent art spaces

opinion-review · 2026-04-20

Alan Oei, recently appointed artistic director of Singapore's Substation, critiques the National Gallery of Singapore's role in projecting cultural legitimacy outward rather than serving local audiences. The National Gallery, housed in former City Hall and Supreme Court buildings with a US$400 million investment, aims to position Singapore as a global arts city while historicizing Singaporean art for international consumption. Oei argues this approach reflects broader structural conditions where government funding shapes cultural institutions through shifting key performance indicators. The Substation, founded in 1990 as Singapore's first contemporary multidisciplinary art space by theater pioneer Kuo Pao Kun, originally provided space for alternative Singapore narratives during authoritarian rule. Historical performance artists like Lee Wen, known for Yellow Man performances exploring ethnic identity, and Amanda Heng, whose works address female silencing, operated in public spaces without institutional constraints. Oei notes that contemporary artists increasingly create work for global audiences at fairs and biennales rather than engaging local communities. He references Rem Koolhaas's 1995 characterization of Singapore as a 'generic city' that erases particularities while Western cities adopt similar models. The article originally appeared in ArtReview Asia's Winter 2016 issue.
