Silvia Costa on Culture and Europe: Interview on EU Cultural Heritage

Silvia Costa, former Chair of the European Parliament's Culture Committee, presided over the first thematic panel of the Brussels conference focusing on cultural heritage and European identity. The event, held on June 26, 2018, at the European Parliament, was part of the High-Level Conference 'Cultural Heritage in Europe: Bridging Past and Future'. Costa expressed pride in the establishment of the European Year of Cultural Heritage 2018, which she championed since 2014 despite opposition, with support from Italy and Minister Dario Franceschini. She emphasized that culture is fundamental to the European project, stating that without culture, Europe is lost. The conference also marked the first time music was performed in the European Parliament's chambers. Costa highlighted the need for greater attention to contemporary visual arts, architecture, design, fashion, and intangible heritage in EU programs like Creative Europe. She advocated for increased funding for the Culture sub-program, noting that while resources were raised by 27% to €1.85 billion for 2021-2027, further increases are needed due to high demand. Costa also stressed the importance of linking Creative Europe with Horizon, the EU research program, and fostering mobility for artists and cultural professionals through European cultural diplomacy.
