Rome bookstores can apply for public space permits by 2026

Rome's city council has announced that by 2026, bookstores in the capital will be able to apply for public land occupancy permits (OSP) to serve food and drinks, a privilege previously reserved for bars and cafés. The reform, presented by Rome's Councillor for Culture Massimiliano Smeriglio, aims to strengthen bookstores as cultural hubs. Even small shops between 50 and 100 square meters can start a café service and expand activities outdoors. Additionally, all bookstores—even those not offering food—may use public spaces for cultural events, including within the historic center and UNESCO perimeter, areas previously subject to strict restrictions. The inspiration comes from models in France, Spain, and Nordic countries. However, the administration warns against using the new rules to open disguised outdoor seating that undermines the cultural function. The measure is part of a broader cultural overhaul: by the end of the mandate, 43 libraries, dozens of new study rooms, nine civic centers, and the Museum of the Peripheries in Tor Bella Monaca will be operational. 113 cultural construction sites across central and peripheral neighborhoods are underway, with delivery expected by December 2026.
