Padova's Parco delle Mura e delle Acque: A Vision for Urban Regeneration

The Parco delle Mura e delle Acque project in Padova aims to restore the city's 16th-century Venetian walls and its connected river-canal system, creating a continuous ecological and cultural corridor. First proposed in the 1950s by architect Luigi Piccinato, the idea gained traction in 1986 with a systematic study by the Comitato Mura. Architect Vittorio Spigai, a former IUAV professor and member of the Coordinamento Parco Mura&Acque, advocates for the park's potential to reconnect green spaces, enhance sustainability, and address climate change. Despite political support, implementation has stalled, with recent controversies including a 40m-tall hospital building near the walls. The group formed in 2018 to oppose the hospital project, which only saw minor modifications. The 2020-2022 Piano degli Interventi by Stefano Boeri Architetti recognizes the walls' morphological role but fails to address the hospital block. Key areas for development include piazzale Boschetti, the Giustinianeo complex, ex caserma Prandina, ex caserma Piave (with a Chipperfield project), and ex Macello di San Massimo. A 2022 survey by Il Mattino ranked the walls as Padova's most undervalued beauty spot (45% vs 18% for the Specola). Spigai calls for better coordination among city departments and removal of barriers to create accessible pathways.
