NYC Mayor Mamdani's $124.7B FY27 Budget Allocates $22B to Housing
Mayor Zohran Mamdani of New York City unveiled the executive budget for FY27, amounting to $124.7 billion, with $22 billion (19%) designated for housing initiatives. The budget allocates $4 billion in capital for the Department of Housing Preservation and Development (HPD) and an additional $500 million for FY31. Notably, $5.6 billion is set aside for NYCHA through 2031, marking the highest capital investment in recent years. The budget also includes $500 million in FY28 for extensive NYCHA renovations, $256 million to restore vacant units, and $447 million for addressing lead, mold, waste, heating, and elevator concerns. Roof replacements will receive $79 million, while general construction is allocated $314 million. Despite resident opposition, the plan continues with RAD/PACT conversions, dedicating $1.5 billion for Section 8 conversion transactions targeting 62,000 units. The Mamdani administration addressed a $12 billion deficit, described by Comptroller Mark Levine as the largest since the Great Recession, attributed to fiscal mismanagement from the Adams administration. Revenue sources include a new pied-à-terre tax, a reduction in the UBT tax credit, and the cancellation of a $9 million contract with McKinsey. On May 13, Mayor Mamdani and Deputy Mayor Leila Bozorg introduced the SPEED report, which aims to reduce affordable housing development timelines from 210 days to under 100 days.
