New York's CreateNYC Plan Prioritizes Peripheral Boroughs

New York City has launched CreateNYC: A Cultural Plan for All New Yorkers, a 180-page report that reorients cultural funding toward underserved peripheral areas. The plan, developed by the Department of Cultural Affairs after extensive study, aims to equalize resource distribution across neighborhoods. Mayor Bill de Blasio emphasized the city's commitment to maintaining its creative climate by ensuring equal access to cultural opportunities. The plan increases support for institutions in the Cultural Institutions Group that offer low or free admission, including the Met, the American Museum of Natural History, Wave Hill in the Bronx, the Jamaica Center for Arts and Learning, and El Museo del Barrio. It also includes social initiatives such as additional funding for artists with disabilities, a professional training program for African Americans to increase their representation in leadership roles, and environmental measures to reduce carbon emissions from cultural activities. Tom Finkelpearl, commissioner of the Department of Cultural Affairs, noted that while no neighborhood is a cultural desert, funding for individual artists is unevenly distributed. Jimmy Van Bramer, a plan promoter, stated the goal is to break down barriers and address gaps in access. The plan comes as Italy's Mibact has allocated 100,000 euros for a second edition of a competition for the redevelopment of ten peripheral urban areas nationwide, targeting architects under 35.
