National Gallery London Launches Citizen Assembly for Museum Governance

institutional · 2026-04-26

The National Gallery in London has launched NG Citizens, a five-year pilot program that will include a Citizens' Assembly in its governance structure for the first time in a British national museum. The initiative invites 50 citizens selected by civic lottery to help shape the museum's programs and priorities. 15,000 households across the UK will receive invitation letters in the coming weeks. The final group must reflect the country's diversity, including people who have never visited the museum. The non-profit Involve, linked to the Sortition Foundation, will manage the selection process. The Assembly's input will be transmitted to a permanent Citizens' Committee of 20 people who will develop new ideas with gallery teams. Director Gabriele Finaldi stated that the collection belongs to the UK community and NG Citizens marks a new chapter in making the gallery inclusive and responsive. Jane Knowles, Director of Public Engagement, emphasized it is a collaboration, not a consultation. Involve CEO Steph Draper called it a courageous approach that could set a new standard for cultural organizations. The museum has previously involved children and families in decisions, such as the renovation of the Roden Centre for Creative Learning and the augmented reality project The Keeper of Paintings. Critics warn that people with no art expertise could influence sensitive decisions like acquisitions and exhibition criteria. The museum was founded by Parliament in 1824.
