Musée Nicéphore-Niépce Faces Decades of Stalled Modernization Amid Budget Cuts and Political Disputes

The Musée Nicéphore-Niépce in Chalon-sur-Saône has seen its budget shrink from over €2 million to €1.42 million between 2016 and 2026, while staff numbers dropped from 46 to 34. For over two decades, multiple modernization projects have failed to materialize, including a proposed €33 million new museum under former mayor Christophe Sirugue (2008-2014). Current mayor Gilles Platret, re-elected for a third term, continues to advocate for a 'Cité de l'Image' concept first proposed more than 20 years ago with former museum director François Cheval (1996-2016). In September 2024, the municipality appointed Fannie Escoulen, former head of the photography department at the Ministry of Culture, to develop a scientific project and steering committee, but her contract was not renewed six months later in March 2025. An audit for the museum's future remains at the study stage. The city has consistently rejected proposals to adopt an EPCC (public cultural cooperation establishment) status, which would allow the municipal museum to control its development resources. Political divisions within the Les Républicains party and difficulties in securing public partnerships have hampered progress. The Drac Bourgogne-Franche-Comté indicates it will study and support proposed projects, though the city refused Drac representatives in steering committee meetings. The museum prepares to celebrate photography's bicentennial as a key venue, with municipal financial support for exhibitions.
