Manuel Maria Carrilho has been appointed head of the Portuguese Ministry of Culture. Facing the absence of a tradition of cultural policy in the country, he structured his approach around four pillars: promoting books and reading; defending heritage and supporting creation across all fields; decentralization; and promoting Portuguese culture abroad. The need for a strong cultural policy is also driven by growing pressure from ultra-liberals.
