Italy risks losing billions in EU funds due to cultural project mismanagement

Italy stands to forfeit billions from its National Recovery and Resilience Plan (PNRR) due to shortcomings in the planning of cultural initiatives. Milan has missed out on €12 million allocated for green PNRR projects aimed at tree planting, while the European Commission has halted €400 million intended for redevelopment efforts between Venice and Florence. Additionally, the third tranche of €19 billion from the PNRR remains frozen, and Italy has utilized merely 34% of the EU cohesion funds due by the end of 2023, jeopardizing over €86 billion. Cultural planner Massimiliano Zane points to insufficient expertise and staffing as primary challenges. Italy ranks 20th in Europe for cultural employment at 2.7%, with 428 theaters shut down and a demand for 100,000 new cultural professionals by 2026.
