Italy Extends Green Pass to Cultural Venues, Bans Unvaccinated
Italy's government has extended the Green Pass requirement to cultural venues, effectively banning unvaccinated individuals from accessing museums, galleries, and other cultural sites. The new decree, announced by Prime Minister Mario Draghi and Health Minister Roberto Speranza, extends the state of emergency until December 31 and changes the parameters for regional risk classification. Instead of relying on RT index and incidence rates, the government will now prioritize hospitalization rates: yellow zone at 10% ICU and 15% general ward occupancy, orange at 20% ICU and 30% general, red at 30% ICU and 40% general. Draghi stated that 'the appeal not to vaccinate is an appeal to die' and that 'without vaccination, everything must close again.' The decree allows indoor bar and restaurant service without Green Pass only at the counter, while nightclubs remain closed. No measures were introduced for public transport, but the government intends to address this soon. The policy directly impacts cultural participation, as unvaccinated individuals are now barred from entering museums, galleries, and other cultural venues.
