Italy extends care allowance to AFAM students for first time

The Italian Ministry of University and Research (MUR) has extended the care allowance (assegno di cura) to students enrolled in AFAM institutions—Accademie di Belle Arti, Conservatori, Accademie di danza, ISIA, and the Accademia nazionale d'arte drammatica—for the first time. Previously reserved exclusively for university students with disabilities, the measure now includes those pursuing higher education in the arts. The decree, signed by Minister Anna Maria Bernini, allocates €2 million for 2025, a 25% increase from the previous year. Individual contributions of €10,000 per year are intended for students with disabilities requiring intensive support and qualified assistance to attend educational activities. The decree also expands eligibility to include severe motor disabilities caused by neurological or muscular pathologies, in addition to existing conditions such as dependence on mechanical ventilation, severe spinal injuries, or complex sensory deprivation. Regional bodies for the right to study will manage the disbursement and publish relevant calls. A new dedicated IT platform will streamline communication between regional entities and the Ministry, ensuring greater transparency and efficiency. Minister Bernini stated that the measure marks a step toward more inclusive and accessible education, reaffirming the government's commitment to guaranteeing the right to study and supporting every student's talent.
