Italy clarifies museum space concession fees under new guidelines
The Italian Ministry of Culture's decree No. 187 of May 1, 2023, introduced guidelines for minimum fees for concessions of state cultural spaces. The debate has focused on reproductions, but little attention has been paid to space concessions. The decree updates the 1994 tariff and provides criteria for application. It distinguishes between institutional use (no fee) and individual use (fee required). The decree applies to temporary, instrumental use under Articles 107 and 108 of the Cultural Heritage Code. No fee is due for non-profit valorization activities. The article calls for clearer interpretation to avoid hindering public-private collaborations. It also emphasizes the need for better management models and upgraded facilities to support these concessions.
