Italian national exam for tour guides sees 98% failure rate

other · 2026-04-26

Only 230 out of 29,228 applicants passed the first national exam for tour guides in Italy, held in November 2025. Of the 12,191 who actually took the written test, just 1.8% succeeded. The exam, consisting of 80 multiple-choice questions in 90 minutes, was administered across eight locations. The Ministry of Tourism issued the call after years of regulatory vacuum and regional fragmentation. Industry associations had offered technical advice but criticized the exam's encyclopedic, memory-based approach covering the entire national territory, including remote sites. Critics argue the exam should have focused on foundational knowledge, leaving specialization to continuous training. The failure rate is seen as an institutional failure for a country relying on cultural heritage for its economy.
