Italian cultural consumption crisis and post-pandemic reconstruction strategies

The COVID-19 pandemic has exacerbated long-standing structural weaknesses in Italy's cultural sector, including declining public support, shrinking audiences, and widening territorial inequalities between northern and southern regions. According to Federculture's 15th report, household spending on recreation and culture averages €150 in the north versus €82 in the south, while national cultural spending (6.7% of household budgets) lags behind the European average of 8.5%. The report highlights diverging trends: archaeological site visits (+9.2%) and pop concerts (+7.5%) grew in 2018, while theater attendance among 18-19 year olds fell 10.1% and among 20-24 year olds dropped 20.7%. The AsVis Covid-Agenda 2030 report links cultural development to health outcomes. Proposed measures include transforming schools into cultural agencies, introducing tax deductions for cultural purchases, expanding community foundations modeled on Faro Convention's heritage communities, creating vouchers for free use of cultural venues, restructuring corporate sponsorship with multi-year commitments, and hiring specialized professionals in management and communication. The article argues for a visionary, cross-sectoral reconstruction policy rather than piecemeal emergency interventions.
