Hong Kong Lab Prepares DeepSeek-Based AI Model for Chinese Chips and Overseas Markets

The Hong Kong Generative AI Research and Development Centre (HKGAI), a government-supported facility founded in 2023 as part of the InnoHK initiative, plans to unveil its HKGAI-V3 model in the upcoming months. This model utilizes the DeepSeek architecture, specifically DeepSeek V4, with comprehensive parameter fine-tuning for localization. It is designed to function on both mainstream hardware and domestic Chinese processors, including Huawei Technologies’ Ascend 910C. Director Guo Yike shared these developments during a Tsinghua University alumni gathering in Hong Kong on Sunday. HKGAI aims to promote its "sovereign AI" solutions internationally, focusing on secure, localized AI applications. Previously, in November, the lab introduced HKChat, Hong Kong's first Cantonese chatbot, providing services such as real-time bus updates and legal advice. In a research paper published in July, HKGAI referred to its initial model, HKGAI-V1, as a "crucial and pioneering step" towards sovereign AI, which is characterized by a jurisdiction's capacity to create and manage AI systems independently, ensuring security, data sovereignty, and alignment with local culture and institutional needs.
