Guggenheim Bilbao abandons Urdaibai expansion after environmentalist opposition

cultural-heritage · 2026-04-26

The Guggenheim Museum Bilbao has officially abandoned its planned expansion into the Urdaibai Biosphere Reserve, a UNESCO-protected site in the Basque Country. The project, first proposed in 2008, aimed to open two new venues about 40 kilometers from Bilbao: a former Dalia cutlery factory on the outskirts of Gernika and the Murueta shipyard within the reserve, linked by a seven-kilometer pedestrian and cycling path. Supported by the Diputación of Bizkaia and the Basque Nationalist Party (PNV), the initiative gained momentum in 2023, with €40 million allocated in 2022 by Spain's Ministry for Ecological Transition for site remediation. However, environmental groups Guggenheim Urdaibai Stop and Zain Dezaguin Urdaibai opposed the project, arguing that construction and increased tourism would cause irreversible damage to the reserve's ecosystem, which hosts diverse migratory birds and landscapes from forested mountains to Atlantic coastline. The museum's board cited legal and bureaucratic obstacles, particularly regarding the Murueta shipyard's expired concession, as reasons for withdrawal, claiming it was "the most responsible choice." A recent local referendum showed overwhelming public opposition. The €40 million may now be redirected to conservation efforts in Urdaibai. The museum is exploring content-focused development plans instead of physical expansion.
