French Museums Face Legal Complaints Over Outsourcing Practices

institutional · 2026-04-01

In October 2024, French labor unions Sud-Culture, SUD-PTT, and Solidaires lodged complaints against several cultural institutions, including the Louvre, Palais de la porte Dorée, Bourse de commerce-Pinault Collection, and Marseille's MuCEM, as well as Marianne International and Pénélope, for illegal labor practices concerning outsourcing. Further complaints were submitted in September 2025 against Radio France and the Muséum national d'histoire naturelle de Paris, followed by additional allegations on April 1, 2026, against Maison Gainsbourg and Musée Gustave-Moreau. The accusations involve "illicit labor lending" and "marchandage," with significant legal implications regarding provider autonomy and control. To date, no museum has faced prosecution, and the status of investigations initiated in October 2024 remains uncertain.
