France's Cultural Tax Credits Reach €711 Million in 2023

In 2023, French cultural tax credits reached €711 million in liquidated claims, up from €17 million in 2005. The Ministry of Culture reported that 5,056 organizations declared €791.6 million in claims. 88% of reimbursements were made via bank transfer, with only 12% through tax deduction. The international tax credit for foreign film and series productions in France led with €239 million, followed by audiovisual (€188.3 million) and French cinema (€166.1 million), together accounting for three-quarters of the total. Other sectors included video games (€75.2 million), arts and crafts (€56.8 million), live music and comedy (€35.8 million), phonographic production (€27.7 million), and theater and circus (€2.1 million). The arts and crafts credit, created in 2005, is the most widespread, with 2,997 structures declaring nearly €57 million in 2023, averaging €19,000 per entity. It covers 206 activity codes, with half concentrated in wood, jewelry, and stone. The credit rate is 10%, rising to 15% for 'Entreprise du patrimoine vivant' certified companies, capped at €30,000 annually. The system has expanded from 97 declarants in 2005 to over 5,000 in 2023, growing 25% annually.
