Framework for Governed Runtime Evolution in Multi-Agent Systems

A new framework proposes governed runtime evolution for multi-agent systems through executable operational cognition. The approach treats agent-generated artifacts as persistent runtime capabilities rather than transient outputs. The mechanism, called HarnessMutation, enables lifecycle-aware runtime adaptation under explicit validation and traceability. The work extends prior Code as Agent Harness concepts, addressing governance and lifecycle management gaps.
