A new framework proposes governed runtime evolution for multi-agent systems through executable operational cognition. The approach treats agent-generated artifacts as persistent runtime capabilities rather than transient outputs. The mechanism, called HarnessMutation, enables lifecycle-aware runtime adaptation under explicit validation and traceability.
