FormBharo: Voice Agent for Rural Indian Form Filling

A new voice agent named FormBharo has been created by researchers to assist low-income, Hindi-speaking mothers in rural India with completing structured forms over the phone. This innovative system integrates Large Language Models (LLMs) with a deterministic rule-based approach to ensure efficient operation within strict latency and budget limits. Currently, it is being tested in collaboration with ARMMAN, an NGO that implements extensive maternal and child health initiatives in India, aiming to enroll participants in antenatal and postnatal care programs. Notably, this is the first voice agent aimed at this demographic for form completion. Additionally, the team has introduced FormVoiceAgentBench, which includes human-recorded Hindi audio and 3,760 multi-turn dialogues. The research addresses the issue of illiteracy among beneficiaries, as many social benefits necessitate form completion, while frontline health workers face significant workloads.
