Federculture Report: Italy's Cultural Sector as Economic Driver in 2024

publication · 2026-04-26

The 21st Annual Report of Federculture, titled 'Impresa Cultura', was presented in Milan on July 17, 2025, with support from Fondazione Cariplo. It reveals that Italy's cultural sector is a key economic engine, with cultural tourism destinations accounting for 63.2% of total tourist presences in 2024, driven by 57% international visitors. State museums reached a record 60.8 million visits (+11% vs 2019, +5.4% vs 2023), with the Colosseum doubling its 2019 numbers. Attendance grew for theater (+11.6%), concerts (+14.5%), and museum visits, especially among youth aged 6-24. However, overtourism threatens urban quality of life, with short-term rentals altering housing dynamics. Federculture suggests coordinated strategies for sustainability. Over 3,000 cultural festivals and the Italian Capital of Culture designation boost tourism (+16% arrivals, +12% presences on average). The cultural sector employed 843,000 people (3.5% of total), below the EU average (3.8%), with low youth representation (12.8% vs 18.1% EU) and high self-employment (46.3%). The Art Bonus tax incentive raised €1.08 billion over ten years, with over 60% from individuals donating small amounts (€10-€1,000). Federculture President Andrea Cancellato highlighted a recent achievement: the VAT reduction on art works from 22% to 5%, effective June 2025, aiming to revitalize the art market and boost cultural participation.
