Escalation Criteria for International AI Incident Response

A recent study published on arXiv introduces a framework aimed at identifying critical moments for international collaboration on AI-related incidents. The research reviews multiple guidelines, including SB 53, the EU AI Act, and the GPAI Code of Practice, to outline eight specific criteria for evaluation. These criteria are illustrated in a flowchart that features various decision nodes and thresholds. The framework was validated by analyzing ten documented incidents. Its primary objective is to establish a standardized reference that encourages coordinated responses across nations, while accommodating varying legal frameworks within individual countries.
