Cisco’s Outshift Proposes ‘Internet of Cognition’ for Multi-Agent AI

Vijoy Pandey, the senior vice president and general manager of Outshift by Cisco, presents a concept for distributed artificial superintelligence utilizing multi-agent systems. Central to this idea is a semantic layer known as the “Internet of Cognition,” which allows AI agents to communicate intent, context, and reasoning across various domains. This layer operates above a connectivity framework called the “Internet of Agents,” facilitating agent discovery, identity verification, and message exchange. Outshift has released AGNTCY as open-source under the Linux Foundation for agent connectivity, along with Mycelium for coordination protocols. Internal evaluations revealed an increase in coordination success from approximately 33% to 93% with structured protocols. Additional elements include a cognition fabric for shared institutional memory and cognitive amplifiers equipped with guardrail technologies (GATs) such as Continuous Agent Semantic Authorization (CASA). Pandey cautions that existing access controls are insufficient for agentic systems and notes that multi-agent configurations may lag behind single agents without appropriate architecture.
