China Imposes Preliminary Anti-Dumping Duties on US and Mexican Pecans

China's Ministry of Commerce has announced a preliminary decision indicating that the United States and Mexico are engaging in the dumping of pecans in the Chinese market, negatively affecting local producers. This conclusion comes after an investigation revealed that dumped imports surged by 104.56% during the injury investigation period, with a market share increase of 9.69 percentage points. Cumulatively, import prices dropped by 9.15% and consistently remained below domestic prices. As a temporary measure, China will impose cash deposits of 51.6% on Mexican companies and 54.3% on American ones. Six Mexican firms that participated in the investigation will benefit from reduced rates of 17.8% to 23%. In contrast, no American producers cooperated, despite the involvement of the US embassy, resulting in no reduced rates for them. These measures will take effect on Tuesday, with a 10-day window for interested parties to submit written feedback. The ministry has committed to safeguarding the rights of all stakeholders and will deliver a final ruling impartially. This action follows Mexico's recent implementation of a maximum 50% tariff on approximately 1,400 product categories due to pressure from Washington, which may have impacted China's decision.
