China blocks Meta's Manus AI acquisition after months-long probe

The proposed acquisition of Manus, an AI startup based in Singapore but developed in mainland China, by Meta Platforms has been halted by China's National Development and Reform Commission (NDRC). The NDRC announced its decision on Monday, referencing 'laws and regulations' and instructing the involved parties to abort the deal. Meta and Manus did not provide immediate comments. This ruling follows a review initiated in early January by China's Ministry of Commerce, which evaluated the transaction concerning export controls and investment regulations. According to the South China Morning Post, concerns arose that the Manus situation might encourage other AI firms to relocate abroad. Manus gained prominence in March 2025 with the launch of what it claimed was the world's first general AI agent. Initially based in Beijing and Wuhan, the team relocated to Singapore by mid-June, resulting in layoffs of some staff in China and the closure of Chinese social media accounts. This decision underscores China's intention to maintain oversight over international transactions involving its technology and talent, especially as domestic tech companies increasingly establish overseas operations.
